Few small consulting firms have led more large water supply planning and operations projects. President Ed Shoucair served as the final project manager of the long-range water supply plan for the Boston region. CEO Joe Brevard served as project manager of the long-range water supply plan for Hartford's metropolitan area. And while Director of Public Works for Fulton County, Sr. Vice President Angela Parker oversaw water supply operations for Fulton County and its over one million residents.

Hartford Water Supply Plan

Collaborative CEO Joe Brevard managed a comprehensive regional water supply planning effort for the Hartford Metropolitan District Commission, the water supply agency for the Hartford metropolitan area. The study was carried out when Joe was a Senior Management Consultant for Camp, Dresser and McKee (now CDM Smith).

Joe developed a strategy that consisted of alternative phasing pathways for the introduction of water supply sources to supplement the 66 MGD capacity of the Barkhamsted Reservoir system, a 1930s-era system that is fed by the East Branch of the Farmington River. A major product of the study was a set of strategic phasing alternatives that specified optimal points at which alternative supplementary water sources could be deployed to meet forecast demand.
