Planners Collaborative produced a report to Congress evaluating the Federal Job Access Reverse Commute (JARC) Program.

The program addresses the mobility needs of individuals returning to the workforce. A major thrust of the program is to improve transportation to entry-level employment opportunities in suburbs.
